Once again, all those are exceptionally rare, hard to prove use at all, and even the Royal COmmando part only works if it's a map where, well, there are Royal Commandos.
Pascucci, snipers prob would be that limit of 1 per team max, if at all, so no worries there. Remember, Marksman=/=sniper, in the squad system, the marksman in british squad organization was simply the guy who was the best shot, and he was not issued anything extra or such, and so is represented with the ordinary rifleman kit.
