It looks more like its actually dug in to me I thought Panzer Turm at first but the more I looked at it it seems dug in.

Probably just unfinished or in the process of being dug up.

Actually I think that is simply a tank being "burried" into a stationary defencive position.
I am highlighting on the image what seems to be directional spaced armour that wouldn't make sence unless there is a tank hull underneath.
Also the leinght of the emplacement seems to be long enough to fit an entire tank.

Now I'm not saying they didn't also do some burying of Panthers, they absolutely did. Just this isn't one of them.

That's essentially what dug in means

And yea totally oblivious to the fact its surrounded by bricks on that earlier picture :D
